NEWS: NEW REGULATIONS GOVERNING THE REGISTRATION OF SHORT-STAY (TOURIST OR SEASONAL) RENTALS
1 Jul 2025 BackRoyal Decree 1312/2024 was created, published in December 2024, which establishes a Single Registry of Short-term Leases and the Digital One-Stop-Shop to manage everything centrally.
It came into force on 2 January 2025, with a transitional period until 1 July 2025, when it becomes fully enforceable.
WHO IT APPLIES TO:
Any short-term tenancy of less than 30 days, including:
* Full or room only tourist dwellings.
* Temporary accommodation: boats, motorhomes, cottages...
* Stays for work, study or health reasons.
Excludes: non-profit rentals (e.g. to friends), hotels, campsites, garages or altruistic shelters.
REGISTRATION AND COMPULSORY NUMBER (NRUA)
Each accommodation must have a Short Term Rental Registration Number (NRUA), obtained via the One-Stop-Shop (Registrar's Association or Land Registry/Property Register).
The procedure includes: cadastral reference, location, type of contract, regional/municipal licence (if applicable) and capacity. Approximate price: 27 €.
A provisional NRUA is obtained at the time of application, and the definitive one after approval; it must be renewed and updated annually.
OBLIAGATIONS FOR PLATFORMS:
Portals such as Airbnb, Booking, Vrbo, etc., are obliged to:
* Verify that each listing includes the NRUA.
* Remove ads without NRUA within 48 hours.
* Transmit monthly activity data to the registry.
